性騷擾 被陳明文摟肩張花冠提告
【記者姚江志嘉義報導】嘉義縣長張花冠13日被立委陳明文以右手摟肩、拉近說話，感到非常不舒服；她20日以女性縣民身分報案，提出性騷擾告訴，認為這是一個非常不好現象。
嘉義縣警局刑警大隊大隊長許益祥表示，將依照正常程序辦理，後續會請立委陳明文說明。
張花冠20日前往嘉義縣警察局報案接受媒體訪問時說，13日參加民雄大士爺文化祭會場，也前往參加的陳明文以右手摟肩、拉近講話，因力道大，非常不舒服，想推也推不掉，且告訴他不要怎麼做，沿路還一直不放手，相當不受尊重。
張花冠指出，台灣是一個民主法治國家，女性身體受到這樣的騷擾，這是非常不好現象；台灣女性總統在治國，今天站出來提告，就是要告訴婦女朋友，碰到這種事情，其實很簡單，就近到附近派出所報案，保護權益。
張花冠強調，今天是以中華民國嘉義縣民身分報案，希望警局秉公處理；社會上對性騷擾的加害人都比較放寬，這就是對男性霸權主義的姑息，這是不對的觀念。
媒體詢問是否接受陳明文夫人廖素惠的道歉？她說，社會常有先生犯錯、妻子出面道歉的事情，這是更壞社會教育。
媒體詢問陳明文是否有打電話表達歉意？或是中央黨部有關心？張花冠指出，與陳明文很久已經沒有講話了，更何況是打電話，也沒有接到中央的電話。張花冠表示，民進黨的價值，在於保護婦女的權利，以及注重司法公正，就看後續如何進行。2017/9/20
